Since 1987, Duncan Associates has become one of the nation’s leading consultants in the field of impact fees. The firm has drafted over 270 impact fee studies for more than 80 clients in over 20 states. Duncan Associates was also selected by a Special Governors Task Force in Florida to study the fiscal impact of alternative development scenarios throughout the state; by the Puget Sound Council of Governments (Seattle/King County) to evaluate facility financing strategies; and by the State of Minnesota to determine the fiscal impact of growth on local governmental jurisdictions. In addition, the firm has assisted several state legislative committees in the drafting of impact fee enabling legislation. Among those are the states of Texas, Arkansas, New Mexico and Florida.

Our Approach
Impact fees are somewhat unique in that they are both a financing and a regulatory tool. As such, they can be developed using a wide variety of alternative methodologies and alternatives. Since each alternative can have significantly different implications in terms of revenue potential, incidence (who pays) and resultant urban growth patterns, it is important to carefully select an approach and methodology that fits local planning and growth management policies. Our familiarity with the “cafeteria plan” of available methodological alternatives enables us to craft an impact fee system uniquely tailored to the local community.
