The review entailed an analysis of alternative approaches to a balanced land use/transportation planning structure and were based on an inventory of techniques used by communities comparable to the Bexar County/San Antonio area. General approaches focused on consistency, concurrency and congestion management. Specific techniques included jobs/housing balance policies, adequate public facility procedures and trip reduction programs. Prior to the workshop, a meeting was held with the AACOG Task Force to present the preliminary findings of their national trends review and were briefed on local transportation and land use problems, policies and plans. A well-attended workshop in San Antonio was then conducted to present concepts and approaches to land use and transportation planning. At the workshop, approaches and techniques considered to be the most effective and locally transferable were presented. Following the general workshop, a final Alternative Approaches Report that was prepared that included an inventory of innovative and effective land use planning policies and practices that had been identified in meetings with the Task Force as being locally applicable. |
