Multi-Facility Impact Fee Study
   

  

For Bernalillo County and the City of Albuquerque, Duncan Associates prepared a multi-jurisdictional impact fee study that addressed road, drainage, park, open space, fire and police facilities. The road fee methodology was based on multiple roadway categories and overlapping service areas. Roadways were classified into county arterials, regional arterials, major city arterials and minor city arterials and collectors. The service area for county arterials was the entire unincorporated area. The unincorporated county within the City's five-mile extraterritorial

jurisdiction and the City comprised the service area for regional arterials. The entire City was the service area for City arterials, and the City was divided into four service areas for minor roadways. Trip lengths were determined from a regional travel forecasting model. Drainage impact fees were based on differential costs to provide storm water infrastructure in five service area basins. Costs per acre were derived from recent drainage studies along the Rio Grande River and on the eastern mesa. In the rapidly growing northwestern area, the higher expense to provide drainage facilities in areas with underlying basalt formations increased the fee. While the County actually implemented impact fees, Albuquerque opted to wait.
