For the City of Aurora, Duncan Associates drafted new subdivision regulations. With a new comprehensive plan, open space master plan and E-470 corridor study, Aurora felt that it was also an appropriate time to update its principal plan implementation tools. The opening of the Denver International Airport, situated on Aurora's northern boundary, also provided a major impetus to revisit City land development regulations. Revision of its existing subdivision regulations was given a high priority in enhancing the quality of life and development within the community. Better

organization, attractive formatting and ease-of-use were key objectives of the Aurora code update effort. Particular attention was given to conveying the new subdivision requirements in plain English. Priority was also given to ensuring that the new regulations would incorporate more illustrations, tables, diagrams and other visual communication techniques. The project began with the updating of Aurora's subdivision regulations with a thorough review and analysis of existing plans and regulations. Current regulations, including existing subdivision and zoning regulations, were carefully examined. City visits were made to discuss local regulatory issues and concerns with staff and stakeholders. A critique of the existing regulations was initially conducted to determine if they were effectively implementing City growth management and development goals. The critique evaluated existing regulations in relation to both standard practices and cutting-edge techniques.
