For the City of Bonita Springs, Duncan Associates prepared a study of road and park impact fees in 2004. As a new city incorporated in Lee County in 2000, Bonita Springs’ population has grown faster than any other area of the county. In 2004, the resident population of the City was estimated to be over 36,000, and projected to grow to 57,300 by the year 2012. The City had initially adopted Lee County's development ordinances, including its road, community park and regional park impact fees, when it incorporated in 2000. City. Because planned road improvements within Bonita Springs are more expensive than the county-wide average, the City adopted higher road impact fees than were then charged by the County. The City subsequently retained Duncan Associates to update the road impact fees. A major change in the update was to use local trip length data, rather than the county-wide trip lengths used in the original report. A county-wide pass-through factor was used, however, since jurisdictional spill-over effects could be expected to balance out. | ||||||
