For the Bossier City/Parish Metropolitan Planning Area, Duncan Associates is preparing a new unified land development code. The ULDC document will consolidate all zoning, subdivision, communication tower, adult use, sign control, and other development-related codes. Bossier City is a significant commercial, industrial, and residential center located on the Red River directly adjacent to Shreveport. In recent years, this metropolitan area has become a significant regional gaming center, with three large casinos locating in Bossier City. The City also hosts Barksdale Air Force Base, a major facility for B-52 support and training. |

While all land uses within the base are exempt from local land development regulations, special consideration was given to protecting the runway approaches from encroachment. Drafting of the ULDC has been performed in conjunction with the development and adoption of a new |

Comprehensive Plan for the metropolitan planning area, which extends
five mile beyond the city limits. Much of this area is experiencing substantial
development pressure. Because of this, special consideration was paid
to growth management techniques, coordination of future development with
the provision of public facilities, and adoption of appropriate standards
for urban, suburban, and rural area development. The consolidation of
ordanances will provide a single source of standards, procedures,
and definitions. In addition to the substantive improvements, the new
ULDC will provide a coherent organization of regulations; inclusion
of tables, graphics, and illustrations to consolidate text or to demonstrate
zoning requirements; elimination of conflicts or redundancies; and clarity
and consistency of format. |
