Multi-Facility Impact Fee Study | ||||||

The purpose of this project was to assist the City of Cabot in the preparation of an impact fee program. Cabot is located in central Arkansas, about 22 miles northeast of downtown Little Rock. The city has boomed since the completion of US 67 in the 1960s made it possible to live in Cabot and work in Little Rock. The project was divided into two phases. The first phase was to identify facilities for which it would be feasible to develop impact fees based on available data and other factors. The City decided to proceed with impact fees for roads, wastewater, parks and fire protection facilities, and subsequently decided | |||||

to add libraries. Municipalities in Arkansas are authorized by state law to enact impact fee ordinances, provided that they follow the requirements of the state's Development Impact Fees Act. The phase two report satisfied the requirements of the Development Impact Fees Act by identifying the existing levels of service on which the impact fees were based and the eligible capital improvements that could be funded with the impact fees. However, following completion of the study, the City decided not to proceed with the adoption of impact fees. | ||||||
