Adequate Public Facilities Study
   

 

For the Town of Cary, Duncan Associates designed and developed an adequate public facilities program for transportation infrastructure. The program, also referred to as a Continuous Transportation Quality Improvement (CTQI) program, involved a four-step process, including preparation of an initial issues paper, conduct of a policy workshop with the Town Council, drafting of a policy direction report that established a framework for the ultimate APF system, and drafting of amendments to an existing interim APF ordinance. Cary’s new CTQI program involved the following steps:

(1) The Town was first divided into Transportation Improvement Zones (TIZs) based on current travel characteristics; (2) Transportation Improvement Plans (TIPs) were then developed for each TIZ which identified existing roadway conditions, projected travel demands over a ten_year planning horizon, established desirable and reasonable levels of service, identified needed road improvements to maintain desired levels of service, and estimated the costs of those improvements; (3) Specific transportation fees were then identified to fund needed improvements in each TIZ; (4) Road conditions will be monitored in each TIZ on an annual basis to determine whether there have been improvements or reductions in levels of service; (5) The TIP and general policy will be continuously adjusted in response to deteriorating conditions in order to correct problems; and (6) where necessary, interim development deferral procedures will be employed where road conditions within a TIZ indicate deteriorating levels of service quality.
