Duncan Associates is updating the City of Chandler's system development fees for arterial streets, neighborhood and community parks, fire, police and public buildings. In addition, we are developing the option to re-instate the library system development fee, which was eliminated by the City as part of the 2005 fee update and has not been charged since February 1, 2006. While all of the libraries needed at build-out are already in service, the City could use impact fees to purchase one of the library buildings that is currently leased. consultant's methodology, this update provides the opportunity to take a fresh look at the methodology used to calculate the fees. A separate report provides the infrastructure improvements plan for non-utility system development fees required by Arizona state law. The most significant change was to perform an analysis of the existing level of service to ensure that the fees are not based on a higher level of service than is currently provided to existing development. This change responded to criticism raised during the last update that remaining growth was being charged for more than its proportionate share of its cost of the ultimate system. |
