For the Central Indiana Regional Citizens League (CIRCL), Duncan Associates prepared a toolkit to guide the implementation of a regional Vision Plan. The project began with a review of current planning literature for model communities, projects and ordinances relating to innovative land use management and transportation solutions. The project then identified successful examples of land use and transportation management that reflect the Vision Plan and strategy. The next step identifed and verified the validity of model communities. |

CIRCL disseminated a list of identified projects to interested citizens. Six sites in Indiana and its immediate neighboring states were visited to collect information and take photographs. A comprehensive list of potential tools was then prepared to implement the Vision Plan and strategy. The list included tools used in model communities, as well as other tools identified through the literature search. These projects were evaluated in terms of their applicability and practicality in Central Indiana. Included in the analysis was the ability to use tools under Indiana enabling legislation, and consideration of the acceptability of the tools in the Central Indiana political and social climate. Following dissemination of the comprehensive list of techniques, a preliminary set of tools was selected that made up the implementation toolkit. The final Planning Guide included information for three audiences, an executive summary for the general public; secondary information for elected and appointed local officials; and detailed information for local planners and plan commission members. The Guide has been distributed to citizens throughout the CIRCL area. |
