For Citrus County, Duncan Associates calculated maximum impact fees for road, park, fire, EMS, school and law enforcement facilities. The purpose of the study was to update the County's impact fees. County road and park impact fees were originally adopted in 1986 and updated in 1990. School impact fees were adopted in 1987 and had not been updated since that time. This was also the first update of the law enforcement, fire, EMS, public building and library fees, which were originally adopted in 1988. miles north of Tampa. The county contains two municipalities–Crystal River and Inverness–that account for about ten percent of its population. The two cities participate in all of the County impact fees, with the exception that Crystal River, which has its own fire department, does not participate in County fire impact fees. Another key change is the study’s insistence that there be a clearly defined major roadway system that the fees are designed to improve and for which road impact fee credits are provided. In the current system, the trip length is based on travel on all major roads, but no credit is given for minor collectors. In this update, minor collectors were taken out of both sides of the equation. |
