Multi-Facility Impact Fee Study
   


 
  

For Clark County, Nevada, Duncan Associates, in association with Rosenthal & Associates, was retained to calculate maximum impact fees for parks, police stations, fire stations and grade separations. The service area that would be subject to the fees was the unincorporated part of the Las Vegas valley, which includes the area dominated by large casino hotels known as “The Strip.” The analysis was prompted by the desire to reevaluate the cost of growth and assign a part of that cost to new development in a more uniform and predictable way. The proposed system of impact fees would replace

certain of the existing fees (Residential Construction Tax and part of the Public Facility Needs Assessment). It would implement a more predictable development environment because all new development units would participate, at proportionate rates, based on a uniform fee schedule. It has the potential to generate more revenue at lower rates, because the system would operate valley-wide. It also promises a more cost-efficient administrative system because scheduled fees are simpler and more readily calculated and assessed. After reviewing the proposed fees, the County decided not to proceed with adoption at this time.
