For Cooper City, Duncan Associates assisted in several planning and growth management efforts. The first assignment involved an adequate public facilities ordinance, the second was a new land development code, and the third was an evaluation and appraisal report. Located in southwestern Broward County, Cooper City is one of the county's more rapid-growing communities. And with a historically stable political environment, the City has been able to implement progressive growth management policies. In order to meet state requirements and implement its newly-adopted comprehensive plan, the City asked our firm to draft an "adequate public facilities" |

ordinance. The ordinance, commonly referred to in Florida as "concurrency," required adequate levels of service for specified public services prior to development approval. Among services included within the concurrency requirements were the following: roads, potable water, sanitary sewer, drainage, mass transit, parks and recreation, and solid waste. Duncan Associates assisted Cooper City with the preparation and adoption of the concurrency/APF requirements necessary to meet established levels of service. Drafting of a new land development code for Cooper City represented Duncan Associates' second assignment. The new code was created by consolidating, reformatting and updating existing and separate City zoning and subdivision requirements. Principal elements of this work effort included bringing about consistency of the new land development code with the comprehensive plan; revising and simplifying permitted land uses; and eliminating overlapping, contradictory and outdated provisions. |
