Daytona Beach, a city of about 65,000 population, claims to have the “World’s Most Famous Beach” and is one of the most popular spring break destinations. Duncan Associates was retained to prepare an impact fee feasibility analysis for the City. While the older part of the city is mostly developed and recent growth has been sluggish, annexed areas to the west are expected to generate significant growth in the near future. on meter size rather than fixture units and vary by dwelling unit size. The report recommended against drainage impact fees, because the City's drainage master plan identifies mostly existing deficiencies and the City already charges a storm water utility fee. The report also recommended against solid waste impact fees, because most of the capital facilities are owned by the private contractor that actually collects the garbage. The study recommended that the City pursue impact fees for City roads (Volusia County already charges impact fees for State and County roads), parks, fire, police and general government facilities. |
