For Eagle County, Duncan Associates updated its road impact fees and school land dedication/fee-in-lieu requirements. Updated road impact fees were needed to fund improvements of county-wide benefit to the major road system, which primarily consisted of state roads. In addition, a road impact fee for the County and a model ordinance for potential adoption by the towns were drafted. Colorado DOT were also drafted. The County recently completed a county-wide road improvement plan that provides a solid foundation for updating the road impact fees. The Eagle County 2010 Road Capital Improvement Plan, completed in 1997, clearly identifies the road improvement costs attributable to growth, versus costs attributable to existing service deficiencies. The vast majority of needed improvements are to state roads. The towns of Eagle and Basalt already charged road impact fees, but these did not cover the cost of improvements to the state highway system. The County's road improvement plan identifies needed state road improvements in all of the towns as well as in unincorporated areas. The firm is currently providing peer review for an in-house update of the County's road impact fees. |
