The City of Baton Rouge and Parish of East Baton Rouge have a unique consolidated form of government. While many services and functions of the Parish and City government have been merged, the two entities collect their own taxes, and many department budgets are segregated by parish and city funds. However, street construction and maintenance costs within the City of Baton Rouge are consolidated under the Parish. The historic modest pace of growth in Baton Rouge accelerated with the influx of new residents in the wake of Hurricane Katrina in August 2005. Duncan |

Associates was retained in 2006 to develop a multi-jurisdictional transportation impact fee for the City and Parish. Since the cities of Zachary and Baker are incorporated with their own governing boards and maintain their own roads, the impact fee calculations excluded city-maintained roads in those municipalities. The study was initially completed in May 2006, and was subsequently revised in March 2007. |
