Gwinnett County, located northeast of Atlanta, was the nation’s fastest-growing county during the 1980s. The population of the county more than doubled during that decade, and 80 percent of the population growth occurred in the unincorporated parts of the county. The impact fee system was designed to be applied within a regional, county-wide service area. The consultant team evaluated the cost to implement the 1992 sales tax road program and meet current and future demand on the Gwinnett County roadways for two different levels of service. It was recommended that the impact fee system should be based on LOS D. Revenue credits for gasoline tax, property tax, and sales tax were deducted from the total cost attributable to new development. It was recommended that the County adopt a countywide impact fee schedule, and establish service areas only for the purpose of proving benefit. The four

planning areas used in the Gwinnett 2000 Land Use Plan were recommended as the service areas to be used for proof of benefit.
