For the City of Henderson, Duncan Associates updated the City's land development code. The code revision process was overseen by an advisory committee made up of individuals with a strong working knowledge of local development regulations and practices. The input and insights of individuals who attended public meetings were extremely valuable in gaining an understanding of local issues. As true in many communities, Henderson's regulations were scattered through its zoning, subdivision and related ordinances. The new code combined all of zoning, subdivision and sign regulations into a unified document. The City's decision to

consolidate these regulations and procedures into one unified code signaled a commitment to providing a regulatory framework that is up-to-date; internally consistent; easy to use, understand and administer; and capable of implementing City land use planning objectives. The new code includes many common sense changes intended to make the regulations easier to use, understand, administer and enforce. A second fundamental theme of the code revision process was to streamline administrative and procedural provisions. Many saw the old development review process as inefficient and ineffective. Decisions on minor items were routinely taken to elected and appointed review bodies, adding time to the review process, sometimes with no positive result. In other instances, review roles and channels of authority are not entirely clear. The old code also contained many vague standards that were extremely difficult for review and decision-making bodies to apply and for applicants and staff to understand.
