For the Town of Hilton Head Island, Duncan Associates assisted in the preparation of a road impact fee system in 1989. The impact fee was sought as a way to convince voters that new development was going to be paying its way in order to avoid a development moratorium that would result from the passage of a charter amendment. The impact fees were passed and the charter amendment failed. Historically, development in Hilton Head had been concentrated in the southern part of the Island. volumes were gradually shifting in that direction. A planned Cross Island Expressway was to cross Broad Creek and link the northern and southern parts of the island more closely. The fee system developed for Hilton Head was designed to fund capacity-expanding improvements to the public roadway system. In 1995, the Town engaged Duncan Associates to update the original study and to study the feasibility of additional impact fees. In 2003, the firm provided technical assistance to the Town in addressing several issues related to impact fee administration. |
