Feasibility and Road Impact Fee Study
   


 
  

For La Plata County, Duncan Associates conducted a feasibility study to identify facilities for which it would be appropriate to develop impact fees. The report recommended that the County proceed with a county-wide road impact fee to replace the current fee for the La Posta Road area, and defer consideration of other fees. Following the preparation of a transportation master plan for the County and the City of Durango by LSA Inc., Duncan Associates prepared a road impact fee study using an improvements-driven methodology.

The study calculated a "regional" fee that would apply county-wide, and a "non-regional" fee that would apply in unincorporated La Plata County outside of the City's growth area. The study did not calculate a fee for non-regional improvements in the City of Durango and its growth area, which would need to be developed by the City. The study also calculated optional fees for single-family homes that vary by the size of the dwelling unit. The proposed road impact fees are currently under consideration by both the City and the County.
