Multi-Facility Impact Fee Study
   


 
  

Since 1998, Duncan Associates has had a continuing services contract to update Lee County's impact fee studies and ordinances for fire protection, roads, parks and emergency medical services. The firm has also worked with the School Board of Lee County to develop a school impact fee for the county. The firm’s first assignment was to update the impact fees that the County had been charging on behalf of 12 fire districts in the county. Sixteen districts ultimately participated. To facilitate the fee update for this many districts, a common methodology was used for all districts and

all studies were described and presented in a single, consolidated report. The new methodology was much simpler and more accurate than the one that had been originally developed in 1989. The County’s road impact fees had originally been adopted in 1985 and last updated in 1990. Work on the road impact fee update began in 1999 in association with local transportation engineer, CRS, Inc.. Like roads, the County’s park impact fees were originally adopted in 1985, and had not been updated since 1990. The revised park fees, which were adopted in 2001, resulted in an increase of 28 percent for a single-family residence. The firm is currently working on subsequent updates of the County’s impact fees.
