Duncan Associates drafted new zoning regulations for the Town of Leesburg, one of northern Virginia's most historic communities. Located 35 miles northwest of Washington, D.C. and only minutes from Dulles International Airport, Leesburg is the seat of government for Loudon County, the nation's third fastest growing county. In 1997, the Town adopted a new Town Plan that contained many new policies and action items not reflected in their existing zoning code. The primary purpose of this zoning update effort is to implement the plan.

The work effort included a series of tasks that will culminate in delivery of an adoption-ready version of new zoning regulations. An initial project kickoff task served as a forum for identifying substantive issues to be addressed during the code update effort. It included Interviews with local stakeholders. After the initial task, an annotated outline was prepared that described a range of substantive, policy, organizational and formatting changes to be included in the new ordinance. The final zoning ordinance uses many of the techniques that ensure an easy-to-use document, such as enhanced page layout and use of fonts, use of tables and matrices, and other improvements.
