Development Code |
Duncan Associates, in association with Ferrell Madden Associates, is currently preparing a new development code for the City of Memphis and surrounding Shelby County. The unified development code will be the fi rst for the area, and will incorporate the zoning and subdivision ordinances into one consolidated document. The Memphis-Shelby County planning region spans the full range of development intensity— from dense urban core to rural farmland. Subsequently, the new code must accommodate a broad development typology while remaining easy-to-use by authorities, developers and the general public. A series of form-based code workshops were recently |

conducted by Geoff rey Ferrell and Mary Madden that explained the principles behind form-based coding. For this project, a deteriorating neighborhood center (Broad Avenue) and its surrounding corridors in Midtown Memphis were the subject of an intensive, 7-day design charrette. Form-based regulations for this area will be prepared to both help spur and direct redevelopment. A critique of the existing regulations has been completed and drafting of the new city and county code is currently underway.
