For the Mid-Ohio Regional Planning Commission, Duncan Associates prepared an Adequate Public Facilities/Growth Management Study. The Mid-Ohio Regional Planning Commission (MORPC), which serves the metropolitan area of Columbus, hired the consulting team to facilitate an inter-governmental planning and policy-making process to deal with the management of growth and adequacy of public facilities in the northern part of the planning region, including northern Franklin and southern Delaware Counties. The contract with MORPC involved both process facilitation and development of substantive

material to inform the planning process. Duncan Associates’ responsibilities all related to the substantive work. The major product developed was a "Best Practices" report, outlining the use of basic growth management techniques – including growth boundaries, adequate public facilities controls and impact fees. The report included specific implementation recommendations for cities, counties and townships – all of which are involved in governance of growth in the planning area.
