For the City of Portland, Duncan Associates drafted a new unified development code. Portland is a city of nine square miles located in San Patricio County on the South Texas coastal plain, fronting on Corpus Christi and Nueces Bays. The city is accessible by two major highways, U. S. Highway 181 and State Highway 35. Portland's population of 12,500 provides a work force for the Coastal Bend's industries and businesses, and positions Portland as the gateway into Corpus Christi and other points south. | ||

Portland's location on two bays provides excellent fishing, boating, sailing, swimming, and water skiing. Indian Point Park is the pier and wade fisherman's first choice for a premiere fishing experience. Bird watching, nature study, children's play area, as well as food and drinks are available. Some of the best wade fishing and bird watching can be found at Portland's Indian Point Wetlands. | |||
