Multi-Facility Impact Fee Study
   

  

Duncan Associates assisted the City of Portland in the development of impact fees for water, wastewater, parks and public safety facilities. Portland is a rural community located in northern middle Tennessee, five miles south of the Kentucky-Tennessee state line and about 35 miles north of Nashville. The city is a job center within Sumner County, with a significant industrial employment base. Portland received special authorization to impose impact fees from Senate Bill 2019, passed during the 2003 session of the Tennessee legislature. Due to the complexity of financing by developers and grants for line extensions,

the impact fees for water and wastewater were restricted to recovering the costs of treatment facilities and water reservoirs. The wastewater impact fees calculated in this report were designed to replace a $500 per unit wastewater “capacity fee.” Fire and police protection services are provided from the centrally-located Portland Public Safety Building. Ambulance service is provided by Sumner County and was not included in the public safety impact fee calculation. Single-family fees varied by the square footage of the dwelling unit. The City adopted the fees and began collecting them on May 1, 2006.
