For Rio Rancho, Duncan Associates calculated the City’s first impact fees for road, bikeway and trail, park and public safety facilities. Based on adopted land use assumptions, the 1994 study estimated impact fees could generate as much as $14 million by the year 2000. Rio Rancho is unique in that its roads and lots are almost entirely pre-platted. Another interesting aspect of the community is that a well-defined system of bikeways and trails serve both commuting and recreational purposes, and could be classified as either part of a road or park impact fee, or developed as a separate fee. Rancho is also somewhat unique in that its fire, police and rescue services are provided through an integrated service delivery system. In 2004, the City again retained the firm to update its 10-year-old fee system. As part of the update, the firm also calculated new drainage impact fees that would be charged for the development of existing pre-platted lots, but which would be waived for lots in areas that have been recently subdivided under the City’s current drainage standards. | ||||||
