Adequate Public Facilities Study
   

   

For the City of Rockville, Duncan Associates assisted the City Council in developing policies to implement an adequate public facilities study. Rockville is located in the heart of Montgomery County, which has one of the most sophisticated regional growth management systems in the country. The Rockville City Council has decided to try to supplement that policy with specific local standards for the adequacy of facilities related to new development. The major immediate interests of the City Council relate to roads and schools, but there are long-term concerns about the availability of water, fire and emergency

medical response, and the ability to deliver wastewater to the regional treatment system. Work on the project began with an examination of the policies incorporated in the adopted comprehensive plan and with limited standards already included in local development regulations. The second step involves analyzing the internal planning standards used by city departments as planning goals for the adequacy of their infrastructure. By examining all of these existing policies and best practices from other communities. Duncan Associates will help the City develop adequate public facility – sometimes called "concurrency" – standards to be incorporated into local development regulations.
