Duncan Associates developed a transportation impact fee study for the City of Rogers. Rogers is located in northwest Arkansas, and is party of the Fayetteville- Springdale-Rogers metropolitan statistical area. For most of the 20th century, development in Rogers was centered on agriculture and light industry. The population of the city and region has boomed since 1970 with the expansion of existing industry and establishment of the region as a national retail-trade center. The Rogers transportation

impact fee methodology relied on a "consumption-based" model, which basically charges a new development the cost of replacing the capacity that it consumes on the major roadway system. The study also recommended that the City designate the entire city as one assessment and benefit district and exclude the Rogers Commercial Historic District from the service area. The downtown historic district contains approximately 70 acres and extends from First Street to Eighth Street and Cherry Street to Walnut Street. The fees were designed as variable rate fees to assist in the provision of affordable housing.
