For the San Antonio/Bexar County Metropolitan Planning Organization, Duncan Associates assisted in the preparation of a study that showed how to increase multi-modal access to employment centers, cultural, recreational, educational and commercial facilities; and to decrease reliance on single occupancy vehicles. The project identified 25 prototypical corridors and areas, selected prototypical study areas, investigated comparable communities as case studies, assessed current problems and concerns, reviewed existing plans and regulations, determined possible

improvements, identified implementation tools and barriers and prepared recommendations. A unique interactive manual on CD-ROM was used to illustrate final recommendations. The manual contains a detailed review of land use and mobility issues for ten prototypical areas, an overview of successful case study efforts and accomplishments in other communities to combat similar challenges, and an implementation "tool kit" or action plan of options and techniques to address challenges and needs. Master plan objectives that specifically supported this effort included: promotion of a transportation system that efficiently coordinates the distribution of people to major destinations; expansion of overall people mobility by including alternative transportation modes in the design of the City's infrastructure and utility systems; encouragement of the use of traffic demand management strategies and intelligent vehicle highway systems; promoting the safe use of bicycles as an efficient and environmentally sound means of recreation and transportation by encouraging a citywide network of lanes, trails and storage facilities; and developing a safe and convenient pedestrian travel network with sidewalks, walkways and trails integrated into neighborhood centers.
