For Seminole County, an urbanized county located in the heart of Central Florida, only 15 minutes north of Orlando, Duncan Associates, in association with Lane Kendig, Nancy Stroud and BHR Engineering, is working to rewrite the County's land development regulations. This effort constitutes a major overhaul to the document. The County is looking for a document that is easy to understand and easy to administer. over utilization of planned developments will be addressed in the rewrite. The County also lacks a real mixed use district, a new mixed use district will be drafted that will bring back traditional neighborhood elements such as, corner stores, two-story buildings and residential units above commercial uses. The current development trend in the County is to skip over smaller parcels of land in the urbanized area.Development of these infill parcels tends to be more controversial in nature, whether due to neighborhood impacts or environmental constraints. As part of the firm's work, a white paper on Infill and Redevelopment was recently prepared that outlines regulatory alternatives to encourage redevelopment of substandard sites and infill on scattered vacant lots. The new regulations will specifically address how to develop these skipped over parcels. As the lead consultant, the firm is actively involved in the public involvement process and will be taking the ordinance through the adoption process. |
