For the City of Toledo, Duncan Associates reviewed and revised the City's existing zoning regulations. The code update assignment began with a meeting with key participants in the Toledo 20/20 Comprehensive Plan process. The City Plan Commission established a 12-member advisory committee to guide the overall code update process. Stakeholder interviews were held with frequent code users such as builders, architects, engineers, developers, previous applicants, city councilmen, board members, and members of relevant local interest groups such as community

development corporations, civic associations, affordable housing advocates, or environmentalists. A memorandum summarizing the results of the community forum, kick-off meeting and stakeholder interviews was prepared. Based on the modifications as reviewed by the City Plan Commission and advisory committee, a proposed zoning code was prepared for a public hearing. An illustrated summary "handbook" explaining the proposed zoning code was also distributed to citizens and media. The new draft code served as the draft on which the legislative body held a public hearing. Duncan Associates attended the Toledo City Council public hearing on the enactment of the revised proposed zoning code and made a presentation similar to the one made before City Plan Commission. The City's law director was responsible for placing the revised proposed code in a format suitable for adoption and for determining its compliance with procedural and substantive requirements.
