West Valley, the second largest city in Utah, is located to the west of Salt Lake City. At the time of passage of the impact fee act, the City charged impact fees for drainage and park facilities. In January, 1997, Duncan Associates, in association with Fehr & Peers and Bear West, was engaged by West Valley City to conduct an analysis of roads, storm drainage, public safety and park facility plans and current fees, and to prepare recommended facility impact assessment methodology and fee schedules in compliance with the Act. as part of this project to update the City’s Major Street Plan and provide the basis for a new road impact fee. The City’s drainage impact fees were assessed in 33 service areas and based on the 12-year-old 1985 master plan. As part of this project, the City’s Public Works staff updated the improvements, costs and basin boundaries to serve as the basis for updated drainage fee calculations for 14 service areas. It was recommended that the flat-rate park impact fee be modified to reflect the differential demands for park facilities associated with different housing types. The proposed fees were adopted, and in 2002 the firm provided assistance to staff in performing an in-house update of the fees. |
