For the City of White House, Duncan Associates calculated maximum development fees that could be assessed for road, park, police and fire facilities. Growth pressures experienced by the city since 1990 are unprecedented in its history. The City's 1995 population of 4,578 residents was projected to double in ten years. The road fee is designed to fund capacity-expanding improvements to the City's major roadway system, which includes arterials and collectors and state-maintained highways within the City limits. move traffic from one part of the community to another. Improvements to this major roadway system will provide benefit to the entire community. Existing parks and recreational facilities include active parks, a nature preserve, a library/ archive building, a gymnasium, a 300-seat auditorium, a 100-seat meeting room, a senior adult center and associated support facilities. The football stadium could also be included in a park fee system, but, because of the unique nature of the facility, it is recommended that it not be included at this time. Land area devoted to existing park and recreation facilities totals 102 acres. While park impact fees are often based on a level of service expressed in terms of acres of land per 1,000 population, park and recreation facilities consist of much more than just land. This is particularly true in White House, where the City provides a range of relatively capital-intensive recreational facilities. Existing police facilities include the police station and a firing range and radio building. Existing capital equipment includes 16 vehicles and radio building and station equipment. Total replacement cost of existing capital facilities and equipment, exclusive of land, is just under $1 million. Existing capital equipment includes two fire engine/ pumpers, a rescue/pumper, two other vehicles and fire fighter gear. | ||||||
