Road Impact Fee Study
   


 
  

Windsor is a fast-growing community of approximately 17,500 residents that straddles the boundary between Larimer and Weld Counties in northern Colorado. It is located about 60 miles north of Denver, and is about halfway between Fort Collins and Greeley. In 2001, the consultant team of Duncan Associates and Felsburg Holt & Ullevig developed the original road impact fee, which was adopted that same year. The Town subsequently engaged the consultant team to update the fee. This study updates two options developed in the 2001 study for the Town’s road impact fees. The first option

was to use the impact fees only to address the growth-related capacity needs of the major roadway system that was the responsibility of the Town. The second option (which the Town adopted at the maximum rate in 2001) was to use the impact fees to also pay some portion of the cost of improvements to State highways that traverse the community. In the update, the road impact fee also include a component for railroad crossing treatments. The updated fees were adopted by the Town in January 2008.
