Mr. Mullen is the firm's infrastructure finance specialist. As a member of Duncan Associates' Austin office since 1989, Mr. Mullen has prepared alternative capital financing studies and developed impact fees systems for over 50 cities and counties throughout the nation. Some of his current clients include Lincoln, Nebraska; Santa Fe, New Mexico and Orange County Public Schools in Orlando, Florida. The types of projects Mr. Mullen specializes in include:

  • Cost of growth studies,

  • Alternative infrastructure financing studies,

  • Impact fee feasibility studies,

  • Impact fee studies and ordinances, and

  • Transportation and drainage utility fee studies.

By their nature, infrastructure financing projects tend to involve several professional disciplines. Mr. Mullen has considerable experience managing multi-disciplinary project teams that include planners, engineers, economists and attorneys. Projects that involved managing particularly large teams were multi-facility impact fee studies for Atlanta, Georgia and Albuquerque, New Mexico.

Mr. Mullen was principal author of most of the firm's impact fee studies. In addition, he has prepared studies that examined alternative infrastructure financing and other growth management techniques for the Minnesota Department of Agriculture; the State of Florida; State of Hawaii; Montgomery County, Maryland; the Minneapolis/St. Paul Metropolitan Council; Charlotte/Mecklenburg County, North Carolina and the Puget Sound Council of Governments (Seattle) in Washington.

Mr. Mullen is a contributing author of the best-selling APA publication, Growth Management Principles and Practices and a regular speaker on impact fee and related topics. He recently presented sessions on "Impact Fees and Growth Management" and "Zonal-Based Transportation Impact Fees" at the APA National Conference in Chicago.
