  Dr. Kelly is one of the nation's foremost land-use attorneys and growth management specialists. He is the former Dean of the College of Architecture and Planning at Ball State University until 1998 when he elected to return to full-time teaching. Late in 2004, he became Acting Chair of the Planning Department, a position that he holds today, while also engaging in an active consultant role with Duncan Associates.

Dr. Kelly has degrees in both planning and law and is well-known nationally for his work in plan implementation – including work on zoning and subdivision regulations, growth management strategies, and special studies and regulations for such difficult uses as student rental housing, billboards and other signs, and sex businesses. Over a thirty year career, he has worked with more than 100 local governments in more than 35 states on planning and plan implementation.

He first participated in drafting development regulations as vice president of a Philadelphia firm that developed the innovative "Impact Zoning" concept during the early 1970s. He then went on to establish his own land use law firm in Colorado in 1976 and operated it until 1990, when he accepted a full-time faculty position at Iowa State University. He has prepared new land-use controls for local governments in over 25 states and has conducted many training sessions for public officials.

Dr. Kelly is general editor of the 10-volume Matthew Bender legal treatise on Zoning and Land Use Controls. Other publications include Managing Community Growth (Praeger, 2d Ed. 2004) and participation as author or lead co-author of six Planning Advisory Service Reports for the American Planning Association. He is also the lead co-author of a text and handbook for citizens entitled Community Planning: an Introduction to the Comprehensive Plan (Island Press, 2004; Eric Damian Kelly and Barbara Becker). Dr. Kelly is a past president of the American Planning Association and has also served the organization as a director, chair of its Planning and Law Division and president of its Iowa Chapter.

Dr. Kelly has received the Colorado APA chapter’s award for “Outstanding Service and Educational Leadership,” an Outstanding Service Award from the Iowa Chapter of the American Planning Association, and a “Planning Sagamore” award from the Indiana Chapter of the American Planning Association. In a centenary publication, the University of Pennsylvania Graduate School of Fine Arts listed him among its “100 Graduates Who Epitomize Our Future.” He, like long-time friend and colleague Jim Duncan, is one of 46 people selected as the first members of the College of Fellows of the American Institute of Certified Planners (FAICP).
